1.

Caleb Williams*, QB, USC

Height: 6-1. Weight: 218.
Projected 40 Time: 4.60.
Projected Round (2024): 1.

10/3/23: Williams has dominated against weak opponents in 2023. He has completed 75 percent of his passes this season for 1,603 yards, 21 touchdowns and an interception.

8/22/23: Williams played well for USC in 2022, completing 67 percent of his passes for 4,537 yards, 42 touchdowns and five interceptions. As WalterFootball.com predicted in the preseason, Williams won the Heisman Trophy.

Williams started out the 2021 season as the backup quarterback to Spencer Rattler, but after Rattler struggled, Williams replaced him as Oklahoma’s starter and had an excellent year, completing 65 percent of his passes for 1,912 yards, 21 touchdowns and four interceptions. He also hurt defenses on the ground with six rushing touchdowns and lots of yardage. After the 2021 season, Williams transferred to USC to follow his head coach Lincoln Riley. Williams could put together another massive season and be a high first-round pick in the 2024 NFL Draft.

2.

Drake Maye**, QB, North Carolina

Height: 6-4. Weight: 220.
Projected 40 Time: 4.70.
Projected Round (2024): 1.

10/3/23: In 2023, Maye has completed 73 percent of his passes for 1,187 yards, five touchdowns and four interceptions.

8/22/23: As a redshirt freshman, Maye exploded onto the college-football scene, showing serious arm talent. In 2022, he completed 66 percent of his passes for 4,321 yards, 38 touchdowns and seven interceptions. Maye has good size and easy arm strength to go vertical. Maye lofts balls well, showing touch and throwing his receivers open. Maye could be a high first-rounder in the 2024 NFL Draft.

3.

Shedeur Sanders*, QB, Colorado

Height: 6-2. Weight: 215.
Projected 40 Time: 4.60.
Projected Round (2024): 1-2.

10/3/23: Sanders has been very good in 2023, completing 75 percent of his passes for 1,781 yards, 15 touchdowns and two interceptions. He has one rushing touchdown as well.

Multiple team sources see Sanders as a potential first-round pick in the 2024 NFL Draft. “He won’t wow with physical tools,” an area scout told WalterFootball.com. “But his arm is good enough, especially in the short and intermediary. Mentally, he can operate at incredible speed. He could be the most NFL ready as far as football I.Q.; he bleeds confidence and charisma. He’ll own a team immediately because of his competitiveness and obvious advantage having grown up in the rare NFL bubble. Pro ball will not scare him.”

Sanders previously dominated at Jackson State over two seasons before transferring to Colorado to continue to play for his father. In 2021, Sanders completed 66 percent of his passes for 3,231 yards, 30 touchdowns and eight interceptions. In 2022, he completed 71 percent of his passes for 3,732 yards, 40 touchdowns and six interceptions.

4.

J.J. McCarthy*, QB, Michigan

Height: 6-3. Weight: 203.
Projected 40 Time: 4.70.
Projected Round (2024): 2-3.

10/3/23: This season, McCarthy has completed 79 percent of his passes for 1,071 yards, 10 touchdowns and three interceptions. He’s made some impressive throws, but also turned in a three-interception game against Bowling Green.

8/22/23: McCarthy was an effective game manager in 2022, leading Michigan to a Big Ten title and the college football playoffs. The first-year starter completed 65 percent of his passes for 2,719 yards, 22 touchdowns and five interceptions. He also ran for 306 yards with five scores. It will be interesting to see if McCarthy builds on his 2022 season and shows pocket-passing ability and the arm talent to start in the NFL.

5.

Michael Penix Jr., QB, Washington

Height: 6-3. Weight: 214.
Projected 40 Time: 4.77.
Projected Round (2024): 2-3.

10/3/23: So far this year, Penix has completed 75 percent of his passes for 1,999 yards, 16 touchdowns and two interceptions.

8/22/23: The former Indiana Hoosier broke out for Washington in 2022. He almost tripled his previous season-high passing-yards total of 1,645 yards from 2020, completing 65.3 percent of his passes for 4,641 yards, 31 touchdowns and eight interceptions. He also ran for four touchdowns. The Tampa, Florida product Penix has a live arm and can fire missiles into tight windows. In 2023, Penix needs to show improved ability to handle pass pressure, refine his field vision, and overall polish his pocket passing.

6.

Quinn Ewers, QB, Texas

Height: 6-2. Weight: 206.
Projected 40 Time: 4.70.
Projected Round (2024): 2-3.

10/3/23: To open 2023, Ewers has completed 66 percent of his passes for 1,358 yards, 10 touchdowns and an interception. He surgically ripped up Alabama’s defense in a Week 2 road win.

8/22/23: Ewers flashed some big-time potential for Texas in 2022. While he needs to get more consistent, he has a big arm and serious passing talent. Ewers completed 58 percent of his passes in 2022 for 2,177 yards, 15 touchdowns and six interceptions.

7.

Spencer Rattler*, QB, South Carolina

Height: 6-1. Weight: 205.
Projected 40 Time: 4.60.
Projected Round (2024): 2-3.

10/3/23: Rattler has completed 73 percent of his passes this season for 1,411 yards, seven touchdowns and three interceptions. Despite the losses, Rattler played well against North Carolina and Georgia.

8/22/23: Rattler flashed some good plays over the 2022 season, but he also had some bad interceptions. On the year, he completed 66 percent of his passes for 3,026 yards, 18 touchdowns and 12 interceptions. Rattler also rushed for three touchdowns. He made huge improvements on accuracy issues at South Carolina, but his propensity to throw interceptions is still a problem.

Rattler was an underwhelming disappointment for Oklahoma in 2021. His lack of performance saw him benched against Texas, and his backup Caleb Williams led the Sooners to a legendary comeback win against the Longhorns. After the season, Rattler transferred to the Gamecocks.

Rattler has a good skill set and looked primed for a huge 2021 season. As a redshirt freshman starter in 2020, Rattler completed 68 percent of his passes for 3,031 yards, 28 touchdowns and seven interceptions. He also ran for six scores.

Team sources say they see Rattler as a high-upside pick. They like his big-time arm talent, instincts, athleticism, and irrational confidence. They love Rattler’s ability to ad lib and make plays off script. The big knock on Rattler is his erratic decision-making.

8.

Jayden Daniels*, QB, LSU

Height: 6-3. Weight: 185.
Projected 40 Time: 4.85.
Projected Round (2024): 2-3.

10/3/23: This season, Daniels has completed 73 percent of his passes for 1,710 yards, 16 touchdowns and two interceptions.

8/22/23: Daniels completed 69 percent of his passes in 2022 for 2,913 yards, 17 touchdowns and three interceptions. He also has 885 yards and 11 touchdowns on the ground. Daniels is a dual-threat quarterback who showed improvement as a passer throughout the season. He had a superb game against Alabama to lead LSU to a huge upset, but he really struggled against Arkansas.

With Arizona State in 2021, Daniels completed 65 percent of his passes for 2,380 yards, 10 touchdowns and 10 interceptions. He was impressive in 2019, showing playmaking ability as a passer and runner while producing points for the Sun Devils. Daniels didn’t play as well in the shortened 2020 Pac-12 season.

Daniels has an intriguing skill set, but he has not developed into a consistent pocket passer. Perhaps that lack of development is what led to Daniels departing Arizona State for LSU. He has the potential to rise if he can become more well-rounded.

9.

Riley Leonard*, QB, Duke

Height: 6-4. Weight: 212.
Projected 40 Time: 4.78.
Projected Round (2024): 2-3

10/3/23: Leonard has good size to him and arm talent. He broke out last season, completing 64 percent of his passes for 2,967 yards, 20 touchdowns and six interceptions. Leonard could be a riser for the 2024 NFL Draft if he builds on his 2022 performance. In 2023, Leonard has completed 63 percent of his passes for 912 yards, three touchdowns and an interception. He also has four rushing touchdowns.

Leonard has played well in some games this season, but his performance against Notre Dame illustrated that he needs more development in terms of accuracy while getting rushed and staying poised under pressure. Leonard should go back to Duke for the 2024 season to improve before going pro rather than enter the 2024 NFL Draft.

10.

Tyler Van Dyke*, QB/C, Miami

Height: 6-4. Weight: 224.
Projected 40 Time: 4.80.
Projected Round (2024): 2-4.

10/3/23: Van Dyke has completed 75 percent of his passes for 1,042 yards, 11 touchdowns and an interception in 2023. He was superb in Miami’s win over Texas A&M in Week 2.

8/22/23: Van Dyke broke out in 2021, completing 62.3 percent of his passes for 2,931 yards, 25 touchdowns and six interceptions. In 2022, his play was not as strong and he dealt with injuries. Van Dyke completed 63.2 percent of this passes in 2022 for 1,844 yards, 10 touchdowns and five interceptions.

Van Dyke has a quality arm with size and pocket ability, but he is not dual-threat runner. Van Dyke is similar to former Gators quarterback Kyle Trask.

11.

Jordan Travis*, QB, Florida State

Height: 6-1. Weight: 201.
Projected 40 Time: 4.75.
Projected Round (2024): 2-4.

10/3/23: In a huge season-opening win over LSU, Travis finished completing 23-of-31 of his passes for 342 yards, four touchdowns and an interception while also chipping in 38 yards and a touchdown on the ground. Travis showed field vision, accuracy, a quality arm, mobility and composure. He didn’t have a perfect game, but it still was a very good performance that will help his draft grade. In 2023, Travis has completed 61 percent of his passes for 1,028 yards, 10 touchdowns and an interception.

8/22/23: Travis was really improved in 2022 over his play in 2020 and 2021. He was much more effective passing from the pocket and used his mobility to make some plays for the Seminoles. Travis completed 64 percent of his passes in 2022 for 3,214 yards, 24 touchdowns and five interceptions. He also picked up seven touchdowns on the ground for the third season in a row. The Louisville transfer is a gamer who plays tough, but he is undersized for the NFL.

12.

Joe Milton III*, QB, Tennessee

Height: 6-5. Weight: 235.
Projected 40 Time: 4.68.
Projected Round (2024): 2-4.

10/3/23: Milton started out his collegiate career at Michigan before transferring to Tennessee. With good size and a cannon for an arm, Milton has serious passing talent for the next level. Milton can be deadly when given time, but his accuracy can be inconsistent and he does not throw well on the run. Milton should put up a huge season in the Tennessee offense. In 2023, he has completed 63 percent of his passes for 1,164 yards, nine touchdowns and three interceptions.

13.

K.J. Jefferson, QB, Arkansas

Height: 6-3. Weight: 236.
Projected 40 Time: 4.65.
Projected Round (2024): 2-4.

10/3/23: Jefferson has completed 68 percent of his passes this year for 1,050 yards, 10 touchdowns and four interceptions. He has one rushing touchdown as well.

8/22/23: Jefferson played solid football in 2022, including leading Arkansas to wins over Cincinnati and South Carolina. He was outstanding in a dominant outing against BYU after missing the game against Mississippi State. Jefferson completed 68 percent of his passes in 2022 for 2,648 yards, 24 touchdowns and five interceptions. On the ground, he ran for 640 yards and nine touchdowns.

Jefferson broke out for the Razorbacks in 2021, displaying impressive dual-threat ability. He completed 67 percent of his passes for 2,676 yards, 21 touchdowns and four interceptions. Jefferson showed nice vertical touch-pass ability and really hurt defenses with lofting passes downfield off of play action. On the ground, he accounted for 664 yards and six touchdowns, showing good size and toughness as a runner.

Overall, Jefferson has starting ability for the NFL. He possesses a quality arm, can throw the ball accurately, and generally makes good decisions. Jefferson also is a natural runner who can use his legs to help his offensive line while churning out tough yards on the ground. For the next level, Jefferson needs to improve his field vision. He also has to learn to work through his progressions and read coverage. If Jefferson can become a more polished pocket passer, he could be a fast riser for the 2024 NFL Draft.

14.

Bo Nix, QB, Oregon

Height: 6-3. Weight: 214.
Projected 40 Time: 4.70.
Projected Round (2024): 3-5.

10/3/23: Nix has completed 80 percent of his passes in 2023 for 1,459 yards, 15 touchdowns and an interception. He has one rushing touchdown as well. Nix is helping drive Oregon’s point-machine offense.

8/22/23: The Auburn transfer had an ugly start to the 2022 season taking on Georgia, but he played better over the course of the season. In 2022, Nix completed 72 percent of his passes for 3,593 yards, 29 touchdowns and seven interceptions. He also ran for 14 touchdowns on the ground. His passing production in 2022 was a big improvement compared to his three seasons at Auburn. If Nix continues to improve as a pocket passer, he could be a riser for the 2024 NFL Draft.

15.

Devin Leary, QB, Kentucky

Height: 6-1. Weight: 212.
Projected 40 Time: 4.80.
Projected Round (2024): 4-6.

10/3/23: So far this year, Leary has completed 58 percent of his passes for 1,129 yards, 10 touchdowns and five interceptions.

8/22/23: Leary has a build and playing style reminiscent of Brock Purdy at Iowa State. Leary dealt with injuries in 2022, and that led to him transferring to Kentucky from N.C. State for 2023. His best season came in 2021, when he completed 66 percent of his passes for 3,433 yards, 35 touchdowns and five interceptions. Leary needs to stay healthy in 2023.

16.

Cam Rising, QB, Utah

Height: 6-2. Weight: 220.
Projected 40 Time: 4.75.
Projected Round (2024): 4-6.

10/3/23: Rising has not played in 2023 due to injury.

8/22/23: Rising was a tough competitor for Utah in 2022, completing 65 percent of his passes for 3,034 yards, 26 touchdowns and eight interceptions. He also ran for 465 yards and six touchdowns. Rising completed 64 percent of his passes in 2021 for 2,493 yards with 20 touchdowns and five interceptions. On the ground, he picked up 499 yards and six scores. Rising may end up as a backup-caliber prospect for the next level.

17.

Will Howard, QB, Kansas State

Height: 6-5. Weight: 242.
Projected 40 Time: 4.81.
Projected Round (2024): 4-6.

10/3/23: Multiple NFL team sources have told WalterFootball.com that Howard has helped himself rise into being a potential third-day pick in the 2024 NFL Draft and backup quarterback candidate for the next level. Those sources called Howard a physically impressive prospect with a good frame, above-average arm, and exceptional makeup. They noted he is a gritty guy with athleticism and good football I.Q. They said they feel Howard is being groomed well and could rise with a strong season.

In 2023, Howard has completed 66 percent of his passes for 1,072 yards, eight touchdowns and four interceptions. He has three touchdowns on the ground as well.

18.

Jalon Daniels, QB, Kansas

Height: 6-0. Weight: 215.
Projected 40 Time: 4.70.
Projected Round (2024): 4-6.

10/3/23: Daniels has completed 75 percent of his passes this season for 705 yards, five touchdowns and an interception. In 2022, he completed 66 percent for 2,014 yards, 18 touchdowns passing and four interceptions. He also notched seven rushing scores that season. NFL team sources say Daniels has the potential to be a third-day pick in the 2024 NFL Draft.

19.

Sam Hartman, QB, Notre Dame

Height: 6-1. Weight: 210.
Projected 40 Time: 4.90.
Projected Round (2024): 4-6.

10/3/23: This year, Hartman has completed 66 percent of his passes for 1,458 yards and 14 touchdowns.

8/22/23: Hartman was a prolific passer over the past two seasons for the Demon Deacons, racking up a ton of production. In 2021, he completed 59 percent of his passes for 4,228 yards, 39 touchdowns and 14 interceptions. He completed 63 percent of his passes in 2022 for 3,701 yards, 38 touchdowns and 12 interceptions. Hartman is a good college quarterback, but he may be more of a backup’s skillset for the NFL.

20.

Phil Jerkovec, QB, Pittsburgh

Height: 6-4. Weight: 225.
Projected 40 Time: 4.70.
Projected Round (2024): 6-FA.

10/3/23: Jerkovec has completed 51 percent of his passes so far this season for 818 yards, six touchdowns and three interceptions.

8/22/23: Jerkovec had a good 2020 season, was injured in 2021, and did not impress in 2022. To rebuild his status for the NFL, he needs to return to his 2020 form, when he completed 61 percent of his passes for 2,558 yards, 17 touchdowns and five interceptions. Jerkovec transferred to Pittsburgh from Boston College for 2023.

21.

D.J. Uiagalelei*, QB, Oregon State

Height: 6-4. Weight: 250.
Projected 40 Time: 4.70.
Projected Round (2024): 6-FA.

10/3/23: In 2023, Uiagalelei has completed 58 percent of his passes for 1,032 yards, eight touchdowns and four interceptions.

8/22/23: Uiagalelei looked like he had NFL potential when he played well as Trevor Lawrence’s backup at Clemson in 2020. However, Uiagalelei never developed consistency in 2021. While he was better for the Tigers in 2022, he struggled in some critical moments, which led to him departing the program. Uiagalelei has physical talent, but he needs a big jump in play to become a viable pro prospect.

22.

Tyler Shough, QB, Texas Tech

Height: 6-5. Weight: 221.
Projected 40 Time: 4.69.
Projected Round (2024): 7-FA.

10/3/23: Shough has completed 60 percent of his passes on the year for 746 yards, seven touchdowns and four interceptions.

8/22/23: Shough is a big quarterback with arm talent, but he has had a very hard time staying on the field. Shough flashed for Oregon early in his career, and in 2020, it looked like he had pro potential. The 2023 season is make or break for Shough to become a legit pro prospect.

23.

Kedon Slovis, QB, BYU

Height: 6-3. Weight: 210.
Projected 40 Time: 4.90.
Projected Round (2024): FA.

10/3/23: Slovis has completed 59 percent of his passes for 1,240 yards, 10 touchdowns and three interceptions so far this year.

8/22/23: Slovis had a very good debut for USC in 2019, when he completed 72 percent of his passes for 3,502 yards, 30 touchdowns and nine interceptions. Since then his play and production have declined significantly, and he did not thrive while quarterbacking Pittsburgh in 2022. Slovis faces physical limitations for the NFL.

24.

Max Johnson, QB, Texas A&M

Height: 6-5. Weight: 219.
Projected 40 Time: 4.85.
Projected Round (2024): FA.

10/3/23: In 2023, Johnson has completed 63 percent of his passes for 436 yards, six touchdowns and an interception. He was a backup for the Aggies, but he played well in relief duty in leading Texas A&M to wins over Auburn and Arkansas.

8/22/23: Johnson started out his career at LSU before landing with the Aggies. He dealt with injuries in 2022 and only saw 71 attempts on the season because of a broken right hand. In 2021, he completed 60.3 percent of his passes for 2,815 yards, 27 touchdowns and six interceptions.

Johnson has good size and a capable arm, but he needs to produce a big season. He is the son of Tampa Bay Buccaneers Super Bowl-winning quarterback Brad Johnson.
